Go to the website of Sercotel Rosellón on a Monday to make the rez, and make sure it’s for the terrace. I went at 4pm on a Monday, made the reservation on my phone as I walked up, and was still able to get in somehow, and there were only about 8 other people up there even though there were like 800 down below!
