Vermont’s energy goals are among the most ambitious in the U.S.: to derive 90 percent of its power from renewable sources by 2050. Yet the push toward renewables has been a tough sell in some quarters. Now, a Spanish energy developer wants to build the state’s largest wind project on a private forest tract that spans 2 small towns, Windham and Grafton. Together, 24 turbines would generate 82.8 megawatts of power, enough to light 42,000 homes for a year if the wind kept blowing. On November 8, residents of both towns will vote on whether to approve the project. But no one knows which way the vote will go. So last week, Iberdrola put cash on the table for individual voters — a total of $565,000 a year to 815 registered voters in both towns, or $14.1 million over 25 years. Many residents see the last-minute offer as a blatant attempt to buy their votes. The company says it’s just a sign of how attentively it has been listening to their concerns.
