A series of New York women have fought their way onto Capitol Hill, defying expectations and breaking down barriers. The first photo, taken by George Tames in 1974, shows Representative Elizabeth Holtzman, a Democrat from Brooklyn, sitting on the House Judiciary Committee. In 1972, Holtzman, then 31, stunned Washington when she upset Emanuel Celler, a powerful 50-year male incumbent in the Democratic primary, becoming the youngest woman ever elected to Congress.
