The U.S. Border Patrol first began erecting physical barriers along the southern border in 1990 with a 14-mile-long primary fence separating Imperial Beach, Calif., from Tijuana, #Mexico. Further construction stalled due to environmental concerns, until President George W. Bush’s 2006 Secure Fence Act mandated that the Department of Homeland Security complete no fewer than 700 miles of fencing. In this photograph, repurposed railroad ties welded together mark a portion of the U.S.-Mexico border behind a giant saguaro #cactus spared from the building project in Organ Pipe Cactus National Monument, a desert preserve in southern Arizona.
