From May to October, though, the picturesque #Michigan getaway relies on about 3,000 workers to power its economic engine: summer tourism. Historically, up to a third of those workers have been foreigners. But when many of the island’s business owners applied for visas this year, none were left. The visas in question — H-2Bs — have an annual nationwide quota of 66,000, divided between winter and summer. But the summer allotment was exhausted quickly this year; Congress chose in December not to renew a provision that allowed workers who had previously held H-2Bs to work without being counted against the quota. So to fill jobs, some businesses on Mackinac Island have done recruiting over the internet and in newspapers. Meanwhile at the Harbor View Inn, Cecilia’s hours and job responsibilities have increased this summer as the hotel struggles to find enough workers.
