Massoud’s resistance army was severely tested. All he had left under his control was the Panjshir Valley and a small area in the north of Afghanistan. As he continued his fight to push out the Taliban, Massoud was working to strengthen the foundations of the ideal society he was setting up in the Panjshir. He liked to say that everyone had a role to play, telling me: “In each village, I try to have a wise, older man elected as the leader of the people’s council. Those who don’t have the physical strength for combat are in charge of the administrative, financial, and communication activities.” Many Afghans had come to the Panjshir Valley to escape the Taliban’s brutalities, swelling the number of refugees in the camps. Already overpopulated, Massoud’s camps had no financial support from the UN or NGOs. At dawn, the rays of the sun barely pierce through the thick fog that surrounds the thousands of refugee tents.
