Since an August 2017 earthquake damaged Angelo Croce's home on the Italian island of Ischia, he and his family still haven't been able to return to their house.⠀

The quake, which measured 4.2 on the Richter scale, killed two, injured about 40 and left some 2,500 homeless. ⠀

The family's two-story home was built without permits and lacked earthquake reinforcements, even though their village sits on a dormant volcano in a zone susceptible to mudslides and quakes. ⠀

Recently, Italy's government passed an amnesty law allowing Ischia residents to rebuild illegal houses damaged in the quake. The law passed despite the largest party in Rome's governing coalition promising to clean up rampant illegal construction.⠀
