They say the modernist, concrete buildings are emerging havens for gritty, artsy subcultures that are mostly absent in Singapore, which has a downtown dominated by glass and steel towers. Others see the landmarks as important markers of national identity. But many building owners think that selling their units collectively is a better financial bet than investing in a conservation or retrofitting plan.
