Ma Shiliang, center, and others waited to break fast during Ramadan at Ji’an Mosque in Miaomiao Lake, in China’s Ningxia Hui Autonomous Region. Shiliang — a village doctor whose family is among some 7,000 Hui Muslims whom the Chinese government brought to Lake Miaomiao from their water-scarce lands in the country’s northwest — said officials promised “we would get rich.” But he can’t get a job practicing medicine in Lake Miaomiao. And he’s not alone. So he joins other out-of-work men at the mosque, where 5 daily prayers give life some structure. A third of the population of Ningxia — and most of the 1.14 million people in Ningxia who have been resettled — are Hui Muslim. Some Western scholars say that Chinese resettlement policies are at least partly aimed at controlling ethnic minority populations, and that officials may cite environmental reasons as a cover.
