After Julio Rafael Parucho suffered a serious head injury a year ago, doctors removed a quarter of his brain. But because of a shortage of doctors, Julio, 32, has had to wait a year for a follow-up operation. The economic crisis in Venezuela, where Julio lives, has exploded into a public health emergency.
