A new road leads to an entrance to the Refineria del Pacifico, where workers are busy laying Chinese-made pipe. #Ecuador is depending on Chinese banks to finance $7 billion for the project, which is expected to cost roughly $10 billion. For the Ecuadorean government, the refinery is central to making the country self-sufficient in energy. For Beijing, it could mean more gasoline and other petroleum products shipped directly to #China, without depending on the American refineries that now process them.
