President @Barack Obama boards Air Force One en route to Panama City for the Summit of the Americas, which opens on Friday. Four months after the president ordered the restoration of full diplomatic relations with Cuba, he and President Raúl Castro are likely to share a stage, a conference table, a “family photo” with attendees and maybe even a one-on-one meeting. Mr. Obama said today that the State Department had completed its review of whether to remove Cuba from its list of nations that sponsor terrorism, but he was not ready to announce a decision.
