In Minot, North Dakota, a city of 48,000 people, a city-council meeting was into its third hour when an alderwoman put forward a controversial motion: she wanted Minot to adopt a mandatory-mask policy. At the time, North Dakota had more new cases and deaths per capita than any other state. Half of its hospitals were facing critical staff shortages. The COVID-19 wing and the I.C.U.s. of Minot’s Trinity Hospital were filled with victims of the pandemic. “Pretty much everything that we ever talked about when I went through training on how to manage pandemics and bioterrorism has played out in this,” one local public-health official said. “With the exception that nobody ever talked about what to do if we weren’t able to convince the public that this was serious.” At the link in our bio, Atul Gawande takes a closer look at how, in one community in North Dakota, a surge in COVID-19 cases revealed a stark divide over how to get life back to normal.
