About 4.6 million people in the United States have received a dose of a Covid-19 vaccine, according to the Centers for Disease Control and Prevention, far short of the goal federal officials set to give at least 20 million people their first shots before the end of December.

The federal government said Monday that it had delivered more than 15.4 million doses to states, territories and federal agencies. The shipments, which came after a record-setting race to develop, study and approve a vaccine, have marked a turning point in the pandemic at a time when deaths and cases continue to set records. The graphic above shows the share of the population by state that has received a shot. In the continental U.S., South Dakota has the highest percentage of residents who have received the shots. Kansas, Georgia and Mississippi are at the bottom of the list.

Federal health officials recently acknowledged that the vaccine rollout had a slower-than-expected start, and said they did not have a clear understanding of why only a small portion of the doses shipped across the nation had made it into arms. Most of the first vaccines have been given to front-line medical workers and nursing home residents.

As governments around the world rush to vaccinate their citizens against the surging coronavirus, scientists are debating whether it is wisest to give as many people as possible an inoculation now, and push back the second doses until later. Health officials in the U.S. have been adamantly opposed to the idea. “I would not be in favor of that,” Dr. Anthony S. Fauci, the nation’s top infectious disease expert, told CNN on Friday. “We’re going to keep doing what we’re doing.”
