In Iowa, the coldest temperatures in over two decades are forecast to create wind chills of between -35 degrees and -55 degrees Fahrenheit (-37 and -48 degree Celsius) Tuesday night through Thursday morning. In Chicago, the daytime high is expected to reach a record of -13 degrees Fahrenheit Wednesday. The governor of Wisconsin declared a state of emergency, citing the snow and severe cold. Officials have warned people to limit their time outdoors.⠀
