A high premium is placed here on tolerance. The influence of the Soviet system shines through in discussions about who will govern next, a topic of constant speculation. Occasionally, names of potential successors are floated in the newspaper. But it’s no secret that Nursultan Nazarbayev — the first and, so far, only president of this former Soviet Republic — punishes anyone he believes is vying for his chair. With Expo 2017, Nazarbayev is trying to give the nation he rules a dramatic makeover. The goal is to wean Kazakhstan from a dependence on natural resources and to transform it into a financial hub, the Dubai of Central Asia.
