After the first night of a citywide curfew, many Houston residents went outside for the first time in days today to survey the wreckage. Meanwhile, Tropical Storm Harvey shifted its wrath to the Beaumont-Port Arthur area of Texas, hitting the region with devastating floods. Many residents there, finding emergency services unresponsive, sought help on social media. Port Arthur’s mayor, Derrick Freeman, said on Facebook early Wednesday morning that rescue teams were contending with fires while trying to get residents to safety. “Our whole city is underwater right now,” he wrote, in a message of encouragement that nonetheless communicated the distress the city was facing.
