Celeste Kelly, a horse massage therapist, treated a horse named Minnie last week at a boarding facility in Tucson, Arizona. Arizona’s Veterinary Medical Examining Board has ordered Celeste and other animal masseuses, to close up shop for medically treating animals without a veterinary degree. Today, nearly 30 percent of the American work force needs a license to work. In Tennessee, you need a license to shampoo hair; in Florida, to sell a yacht. In Utah, you need the state’s approval to repair upholstery; in Louisiana, to be a florist. At the state level, the Institute for Justice has filed lawsuits arguing that various licensing boards are unconstitutionally interfering with the right to earn a living.
