Aloha, and welcome to paradise. Unless you don’t have a home. Two years ago, #Honolulu was a known hub of homelessness. But today, visitors will likely encounter only the occasional reminder that Hawaii has the highest per capita #homeless population in the U.S. Responding to what the governor called a state of emergency, the city passed tough criminal laws aimed at ridding public spaces of homeless people. The most recent law made it illegal to sit or lie on sidewalks, with criminal penalties if warnings are ignored in Chinatown and Waikiki, the tourist district, photographed here by @malmeidapix. Meanwhile, the city sent teams of social workers out to help people move into shelters, and the tourist industry put up money to help others who wanted to fly back to the mainland.
