Herebeorht Howland-Bolton greeted his girlfriend, Janice Harmon, with a sweeping hug in Ithaca, New York earlier this month. Herebeorht, 26, a self-described heroin addict, started using when he was 14. He’s been in and out of jail 16 times and through rehab twice. Last month, he overdosed on heroin and wound up in a hospital. Over the course of a week and a half in 2014, Ithaca — a city of 30,000 in the Finger Lakes region — experienced more than a dozen heroin overdoses, 3 of them fatal. To address the problem, the city has come up with unorthodox plan: open a site where people could legally shoot heroin — something that exists nowhere else in the United States. Supervised injection sites, which have existed in Europe for years, have been linked to a reduction in harm from heroin abuse. Critics, however, have pounced on the proposal as a harebrained idea that would just enable more drug abuse. @hezzikia took this photo of Herebeorht and Janice hugging while on #nytassignment in Ithaca.
