The photographer @hlswift visited the small, conservative town to capture the #springbreak scene. This year, there wasn’t much to see. The scarcity of the party-hard population was no accident. Last year, after a particularly rowdy spring break — one that included an alleged sexual assault on a crowded beach in broad daylight and gunfire at a house party that injured 7 partygoers — local officials clamped down. The town passed more than 20 ordinances to curb the debauchery, drinking and violence. In response, students spread the news, using the hashtag #RIPPCB (Rest in Peace Panama City Beach).
