A lot has been written about the California drought, but most people forget about where the water grabs began, on the eastern side of the Sierras in Owens Valley in the early 20th century. That story was dramatized in the movie Chinatown, and it wasn’t until about ten years ago that LA finally started to pay the for the environmental damage that started when the aqueduct was opened in 1913. Since April of this year no water was exported from Owens Valley at all, and LA Department of Water and Power has been paying about $100 million/year to clean up the single biggest point source of air pollution in the United States.
