The Ranchería River flows down from the Sierra Nevada of Santa Marta into the reservoir of the El Cercado dam, which was built without the connecting tubing to bring the water to populated areas or promised agricultural districts. So all the dam does is hold the river water, Given the humanitarian crisis in the drought-ridden, impoverished region of La Guajira, indigenous leaders of the Wayuu Shipia organization have taken their case to the Inter-American Commission on Human Rights, demanding emergency measures to open the dam. El río Ranchería entra en el embalse de la represa El Cercado, con el nivel del agua bajo por la sequía de mas de tres años que afecta la región. Esta represa fue construida sin los tubos que llevaría agua a los municipios ni a los distritos de riego para la agricultura, así que no hace sino represar el agua del rió. Dado la crisis humanitaria en La Guajira por falta de agua entre otros factores, líderes de la organización indígena Wayuu Shipia han llevado el caso a la Comisión Inter-Americana de Derechos Humanos pidiendo medidas cautelares como abrir la represa para dejar fluir el agua.
