In Arizona, Birx explained to Governor Doug Ducey that even a small increase in the percentage of positivity could spark an unmanageable crisis. Later, Ducey declared, “If you want to participate in any good or service in Arizona, you're going to wear a mask.”  The women racked up 25,000 miles as they crossed the country eight times, visiting 43 states, many more than once. They established their own COVID protocols, cleaning rental cars and motel rooms with Clorox wipes and eating fast food served out a drive-through window, or peanut butter spread on bread with a plastic knife. Birx took her charts and slides from state to state, promoting a simple, consistent message about masks, social distancing, transparency, and responsible leadership..
