The death toll in the Oakland warehouse fire has grown to 36, with authorities warning that the number is expected to rise further. Families and friends of the victims have brought flowers and notes at a makeshift memorial on Dec. 4, 2016 in Oakland, Calif. near the site of a devastating fire.
