The border fence cast a shadow over the spot where a U.S. @customsborder patrol agent in Nogales, Arizona, shot and killed a 16-year-old who was standing in Nogales, Mexico. The fence that bisects the area that is known as Ambos Nogales, or Both Nogales, cost about $4.14 million per mile to build. Slick anticlimbing plates lining the top increase the difficulty of scaling the wall, but it is by no means impossible. The teenager who was killed was not trying to climb the wall, though. José Antonio Elena Rodríguez was unarmed, carrying nothing but a cellphone. He was shot 10 times from behind and an autopsy later revealed that gunshot wounds to the head, lungs and arteries killed him.
