After a lifetime of close calls and hard-to-believe flukes, Scott Fagan, 70, is getting his unlikely second chance at music stardom. 47 years ago, the singer-songwriter, then 23, released a quirky psychedelic album called “South Atlantic Blues” on Atco Records. It flopped. But this week, his album is coming back, thanks to a re-release by the history-minded label Saint Cecilia Knows Records. Decades have passed, but Scott believes the songs he wrote for that album still hold up today, because, he said: “I sang with conviction.
