Atmospheric nuclear testing was eliminated in ratifying countries under the 1963 partial nuclear test ban treaty. All testing was to be driven underground, with the condition that the radioactivity did not go beyond the national border of the testing country. Both the Soviet Union and the United States subsequently performed what are known today as cratering shots, which were intended to breach the surface but were officially considered underground shots.
The largest and most notable detonation of this kind took place in 1965 at the Chagan nuclear test site in Kazakhstan. Large amounts of radiation were vented when this reservoir (also known as "Atomic Lake") was created, exposing the downwind population. This was the only underground detonation where radioactivity breached national borders - fallout was detected in Japan, but complaints were largely ignored and later dropped. Fifty years later, this reservoir is still radioactive.
