In order to consolidate their authority, the Chinese government decided to break up the lands they conquered into several small provinces at the heart of the Xinjiang Uighur Autonomous Region. For Chinese authorities, the forty's anniversary of the declaration of the region’s independence was in 1995. Major festivities were organized by the government. In the public cinema hall, local populations were invited to a show. The curtain rose on the spectacle of Chinese children dancing and singing in military uniform.
