At nearly every stage of the war in Ukraine, the Biden Administration has faced sharp questions about the nature and the durability of the U.S commitment. The task of leading the White House through treacherous political terrain has fallen to Jake Sullivan, the President’s national-security adviser. “He’s the quartermaster of the war—and everything else,” a former U.S. ambassador to NATO said. But some believe that Sullivan’s rigorous approach has led to paralysis by analysis, and that the Administration’s equivocation has had real consequences on the trajectory of the war. “They made a big mistake,” President Obama’s former chief Mideast peace negotiator said. “They self-deterred.
