Heavy rains flooded subways in New York City, shut rail lines to its northern suburbs and turned its highways into rivers.⁠

New York Gov. Kathy Hochul declared a state of emergency for New York City, Long Island and the Hudson Valley, directing state agencies to assist with resources as a storm inundated the tristate region. “We’re here to help New Yorkers get through what is a life-threatening rainfall event,” she said during a news briefing.⁠
