Tennessee lawmakers introduced a bill last week that would allow a person to stop a pregnant woman from receiving an abortion, even in the case of rape or incest. The bill requires the petitioner to prove they are the biological father of the unborn child, but does not require DNA evidence — only a "voluntary acknowledgment of paternity," which is acceptable without the signature of the pregnant parent, the bill states. If passed by the Senate Judiciary Committee, the act would take effect on July 1. However, the 1992 case Planned Parenthood v. Casey, during which the Supreme Court ruled that states cannot require anyone seeking an abortion to inform their partners, could mean the bill is unconstitutional.
