The swollen River Seine in Paris peaked at 19.2 ft., more than 13 ft. above its normal level, on Jan. 29, after France’s heaviest rains in half a century. The engorged river and its tributaries have swallowed up romantic quays, forced 1,500 people to evacuate their homes in Paris, caused commuter chaos and led to the closure of part of the Louvre museum.
