It is the view in which criminal law is structured to reflect preferences and opinions of people who hold social power and use their influence to shape legal process. These “moral entrepreneurs “ wage campaigns to control behaviors they view as immoral and wrong (abortion) or to legalize behaviors they consider harmless social indulgences (marijuana). These people dedicate themselves to molding the law to reflect their own worldviews. Many of the crimes aren’t inherently evil or immoral but are illegal because they conflict with their social norms.
