When he was 18, Lydell Begay went to a New Mexico hospital operated by the government-run Indian Health Service after complaining of dizziness. He was discharged with a diagnosis of pinkeye, and within a week suffered brain damage from a stroke. Now 23, Begay is confined to a wheelchair and unable to speak.⠀

The IHS, which provides health care to 2.6 million Native Americans, gave second chances and hired dozens of physicians—including Begay's—with trails of medical mistakes and regulatory sanctions.⠀

Since 2006, the U.S. government has paid out about $55 million in settlements in 163 malpractice cases at IHS hospitals. At least 66 patients in those cases died in the agency's care.⠀
