Other people beat me to it- would not confuse this with the American Midwest. Maybe Northern New Hampshire at best or somewhere in SW Colorado or northern Mex/AZ

There is a certain American influence up there. The old government building in Sapporo is a US-type design, and the local university was started in the US style.
