The most important idea of the Roerich Pact is the legal recognition that the defense of cultural and scientific objects is more important than the use or destruction of that culture for military purposes, and the protection of culture always has precedence over any military necessity. The Roerich Pact enacts a resolution approved at the Seventh International Conference of American States in 1933.
The pact affirms that monuments, museums, scientific, artistic, educational, and cultural institutions and their personnel are to be considered neutral in times of war unless put to military use.
