From the deck of the Sea-Watch 3, a rescue ship, migrants could see the white cliffs of #Malta, Europe, gleaming in the sunlight. Though they could reach the coast in 45 minutes, the migrants were stranded aboard the ship after their requests for safe harbor had been ignored or refused by every national government bordering the Mediterranean Sea since their rescue in December. Malta agreed on Wednesday to let them come ashore, but the treatment of the Sea-Watch crystallizes the effect of Europe’s hard-line shift on migration. For years, the Italian Coast Guard would have coordinated with the Sea-Watch to locate a port in southern Italy, or to transfer its passengers to a boat that was heading there. But since last June, when Italy’s Interior Minister Matteo Salvini entered office, the Coast Guard has been instructed by the country’s new populist government not to take part in the rescues.
