Carmen Yulín Cruz is one of the 100 most influential people in the world. The mayor of San Juan, Puerto Rico, became not just the face of 3.4 million American citizens suffering in the wake of Hurricane Maria last September—leaving many without shelter, food, water and power—but also the voice. "The federal help that arrived was not prepared to meet the magnitude of the emergency," Benicio Del Toro, an Oscar-winning actor born in #PuertoRico, writes for TIME. "From the chaos, delays and indecision, a shout for help was heard... she was passionate, courageous and articulate. And little by little, her words got the crisis the attention it desperately needs, just as if it were happening in Florida or Texas."
