Almost a hundred year ago, when Taiwan was ruled by Japan, a japanese civil engineer Hatta Yoichi 八田與一 had constructed an enormous reservoir in Kanan area 嘉南地区 to introduce more water in the Jinan Plain . After ten years of construction work, the barren fields turned into a foison land which abled to produce rice, sugarcanes, and vegetables and this lead Kanan area to become the largest rice producing reigion in Taiwan.
