By court order, New York City must provide temporary shelter to any eligible person. The city doesn’t make it easy to qualify for shelter, and the housing market doesn’t it easy to emerge from the system. The process can stretch over more than a year and has many phases — the stages of homelessness. First comes an application and the gauntlet of interviews. Then comes temporary placement in shelter while the city determines whether an applicant is indeed homeless. In October, Shantae Young and her 3 kids were found ineligible for shelter. Shantae was in limbo, trying to convince social workers that she and her kids — Julian, now 15; Shaira, 12; and Shayla, 10 — could not return to Florida, where they’d lived before moving to NYC early last year. Here, @samuelhodgson photographed Julian in a shelter where the family lived for a time in the Bronx. Over the final months of last year, @ニューヨーク・タイムズ looked at homelessness step by step through the eyes of several families, including Shantae’s.
