Hurricane wind speed is one measure of a storm. What switched over with Harvey is that it lingered on, unleashing staggering amounts of precipitation. ☔️☔️☔️ The images of submerged communities is unsettling. With 80% of the homeowners with out flood insurance, the rebuilding is going to take a costly while.
