Terriers were product of mans evolving needs. Breed to control pests such as vermin and foxes. High prey drive is most desired. The coat of a terrier is very complex. Harsh to the touch meant to lay tight and flat to protect the dog which would 'go to ground.' There is many stages to maintain the coat of a terrier, you must pull out the old hair without cutting or breaking to allow production of new healthy hair. This is referred to as hand stripping. By doing this you preserve the dogs harsh texture, maintain healthy skin, and keep the rich color.
