UPDATE ON SAGES LAW.
(INITIAL PROPOSAL)
We are currently discussing the current statutes (in the state of Utah) on animal cruelty and the specifics of what kind of enhancements we might propose.
The current law , with the enhancement regarding animal abuse on companion animals brings a 3rd degree felony charge.
Right now, as it stands, a 3rd degree felony carries a 0-5 year prison term,and up to a $5,000 maximum fine. Clearly, this guideline is sorely lacking in severity.
First we propose raising the enhancement to a 2nd degree felony.( 1-15yrs prison/ $10k )
Secondly, we propose a mandate (under the felony enhancement) for the convicted to register in an animal cruelty registry( doesn't exist yet) much like a sex offender must register in a similiar database. This measure would be an Addendum designed with not just pet protection in mind, but the community as a whole, which deserves to know if a cruel and savage pyschopath lives in their midst, so proper precautionary measures can be taken to protect family interests. This registry would be used exclusively for the "heinous cruelty to companion animals" enhancement.
Thirdly, we propose a "minimum" MANDATORY prison term under this special enhancement of NOT LESS Than 5 years.
We understand that the penalties we may propose here
(Subject to change) are still grossly insuffecient to all of us who love animals, feel and treat our pets as members of our families and would love an eye for an eye. We understand the level to which a family would be severely traumatized under such circumstances.
We would also like this to be upgraded for ALL 50 states.
