Welcome to Hugh Town, on the largest of the Isles of Scilly. Nobody here calls the country to the east England, or Britain: it’s always “the mainland.” It’s close — a 15-minute flight, depending on weather — but distant. In the summer, this archipelago is a bustling place, the population swollen by the throngs of tourists. For much of the winter, it dozes. But one thing remains the same, regardless of the season: The Isles of Scilly are home to the world’s smallest football league. Every week, the same players face one another on the same field. The Scillies’ fame is as a place of extraordinary beauty. It’s a place of tremendous peace, too. But it is not an easy place to live, and it’s certainly not an easy place to run a football league. Paul Charnock, one of 2 regular referees, remembers officiating in “hail, snow, torrential rain, thick fog, thunder and lightning.” As a rule, he only calls off games when the playing surface is badly waterlogged.
