AFP photographer Noel Celis visited the jail in July; there are 3,800 inmates despite being meant to house 800 when it was built decades ago. Jails around the country are reportedly holding five times the intended amount of inmates. Human Rights Watch alleges they have recently ballooned further under the anti-drug campaign of President Rodrigo Duterte, as suspected users and dealers are surrendering to avoid getting killed on the streets by emboldened authorities or vigilantes.
