You can see a #boat and #kayaks here, but look a little closer. This is a parking lot in #Seabrook, #Texas, reports CNN's Sara Sidner. It's a low-lying area and water has gone into some garages. But Sidner says residents are optimistic about the storm conditions, which is why they're seen out and about. #TropicalStormBill came ashore on the Texas Gulf Coast at midday Tuesday, bringing more rain to a region recovering from deadly floods.
